The increase ranged from 33 percent in East Naples to 56 percent in South&lt;br /&gt;Naples. â€œSales are increasing in not only all geographic locations but in all price ranges as well. This is a good&lt;br /&gt;sign,â€ said Tom Bringardner, President of Premier Properties.â€œThe median closed price has continued to level&lt;br /&gt;out since September 2009,â€ stated Michele Harrison, REALTOR with John R. Wood REALTORS.&lt;br /&gt;&lt;br /&gt;The median closed price increased 9 percent to $190,000 in May 2010 up from $174,000 in May 2009.&lt;br /&gt;The report provides annual comparisons of single-family home and condo sales (via the SunshineMLS), price&lt;br /&gt;ranges, geographic segmentation and includes an overall market summary. The statistics are presented in chart&lt;br /&gt;format, along with the following analysis:&lt;br /&gt;&lt;br /&gt;Overall pending sales increased 9 percent to 887 contracts in May 2010 compared to 812&lt;br /&gt;contracts in May 2009. This is the second consecutive month that the median closed price has increased. For properties over $300,000,&lt;br /&gt;the median price increased 3 percent from $534,000 in April 2009 to $550,000 in April 2010. “Supply and demand is driving the price up from the low end of the market,” said Mike Hughes, Vice-President of Downing-Frye Realty&lt;em&gt;&lt;strong&gt;.“Traditional sales outpaced distressed property sales two to one,” stated Brenda Fioretti, NABOR President, and Managing Broker of Prudential Florida Realty. “This is a good sign of stabilization. &lt;/strong&gt;&lt;/em&gt;” Traditional sales made up 69 percent of the total number of closed sales in March 2010. Properties under $300,000 saw a 25 percent increase in pending sales with 882 contracts in April 2010 compared to 706 contracts&lt;br /&gt;in April 2009. Single-family pending sales saw a 27 percent increase with 691 contracts in April 2010 compared to 544 contracts in April 2009. Condo sales saw a 69 percent increase with 507 sales in April 2010 compared to 300 sales in April 2009.&lt;br /&gt;The available inventory decreased 13 percent to 9,239 in April 2010 compared to 10,574 in the same month last year. “Single-family pending sales in the 1 million to 2 million-price segment increased 200 percent in April,” stated Jo Carter, President of Jo Carter &amp;amp; Associates. The average days a property was on the market decreased 10 percent&lt;br /&gt;in this price segment in the first quarter of 2010. “Buyers are zeroing in on the price advantages in the market right now, and sales&lt;br /&gt;are making their way up to higher priced properties,” stated Phil Wood, President of John R. Wood REALTORS®.&lt;br /&gt;Condominiums are leading the market improvement as overall pending sales increased 75 percent in the first quarter of 2010&lt;br /&gt;to 1,679 contracts compared to 957 contracts in the first quarter of 2009.&lt;br /&gt;&lt;br /&gt;According to John Steinwand, President of Naples Realty Services “The Naples area experienced a strong condo season, as all&lt;br /&gt;price ranges showed an increase in pending sales activity. This is due to several factors including the first time homebuyer tax credit&lt;br /&gt;and low interest rates.” “Condo sales in the $500,000 to $1 million price range had the largest percent increase when compared to all&lt;br /&gt;other price ranges. This price range increased 100 percent from the same quarter a year ago,” stated Kathy Zorn, Broker/Owner of&lt;br /&gt;Florida Home Realty of Collier County.&lt;br /&gt;&lt;br /&gt;Condo sales in the $500,000 to $1 million price range increased to 96 sales in the first quarter of 2010 compared to 48 sales in the&lt;br /&gt;first quarter of 2009. The statistics are presented in chart format, along with the&lt;br /&gt;following analysis:&lt;br /&gt;&lt;br /&gt;Overall pending sales saw a 55 percent increase, with 3,346 contracts in the first quarter of 2010 compared to 2,160 contracts in the first quarter of 2009.&lt;br /&gt;Overall home sales under $300,000 increased 40 percent with 1,393 sales in the first quarter of 2010 compared to 992 sales in the first quarter of 2009.&lt;br /&gt;Single-family pending sales increased 39 percent with 1,667 contracts in the first quarter of 2010 compared to 1,203 contracts in the first quarter of 2009.&lt;br /&gt;The available inventory decreased 15 percent to 9,557 properties in the first quarter of 2010 compared to 11, 211 properties in the same quarter a year ago.&lt;br /&gt;&lt;br /&gt;Statistics for March 2010 also showed increases in overall pending sales. “Naples Beach showed the strongest pending sales increase when&lt;br /&gt;compared to all geographic areas,” stated Jo Carter President of Jo Carter &amp; Associates. The pending sales increase ranged from 26 percent&lt;br /&gt;in East Naples to 85 percent in Naples Beach in March 2010 compared to the same month last year.&lt;br /&gt;&lt;br /&gt;The March report provides annual comparisons of single-family home and condo sales (via the SunshineMLS), price ranges, geographic&lt;br /&gt;segmentation and includes an overall market summary. The average days a property was on the market decreased 10 percent in this price segment in the first quarter of 2010.“Buyers are zeroing in on the price advantages in the market right now, and sales are making their way up to higher priced properties,” stated one local REALTOR.Condominiums are leading the market improvement as overall pending sales increased 75 percent in the first quarter of 2010 to 1,679 contracts compared to 957 contracts in the first quarter of 2009.According to one local REALTOR, “The Naples area experienced a strong condo season, as all price ranges showed an increase in pending sales activity. This is due to several factors including the first time homebuyer tax credit and low interest rates.”“Condo sales in the $500,000 to $1 million price range had the largest percent increase when compared to all other price ranges. We are seeing this trend across&lt;br /&gt;the broad spectrum, not just in specific price points or geographic areas,” said Arlene Carozza, NABOR president and Realtor. “Overall, pending sales activity is up 63 percent over last year, with some areas well over 150 percent.” In the June report, compiled by NABOR, overall sales have increased nine percent and inventory has decreased by seven percent. “I’ve seen a marked increase in the number of showings and increased interest in homes,” said Mike Hughes of&lt;br /&gt;Downing-Frye Realty. “Choice properties that are priced right are quickly disappearing.”&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The report, which provides annual comparisons of single-family home and condo sales (via the Sunshine Multiple Listing Service), price ranges and geographic segmentation, also includes an overall market summary. The statistics are presented in chart format, along with the following analysis:&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/span&gt; Overall pending home sales in the greater Naples Area, which includes Naples Beach, North Naples, Central Naples, South Naples, East Naples, Immokalee and Ave Maria, increased 60 percent, with 484 in June 2008 compared to 301 in June 2007.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt; Overall market sales for June 2008 in the $0-$300K category are up 58 percent with median sold price down 15 percent, compared to June 2007. In the same category, sales are up to 113, a 253 percent increase over the 32 sold in June 2007.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt; Pricing for single-family homes from $1 - $2 million increased by nearly eight percent.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt; Overall condominium pending sales for June 2008 increased 43 percent to 197, compared to 138 in June 2007.&lt;br /&gt;&lt;br /&gt;Comparing pending sales from June 2007 and June 2008, condominiums priced up to $300,000, there is a 59 percent increase, while condominiums priced from $500,000 to $1 million are up 38 percent. For condominiums priced from $1 - $2 million, pending sales are up 30 percent from June 2007. Don’t count on open houses to sell your home. According to the California Association of Realtors, less than 5 percent of buyers find their home at an open house. An open house should never be the center of a prospective real estate agent’s marketing plan.&lt;br /&gt;&lt;br /&gt;2. Target your marketing. Know what buyers in your area look for and emphasize your home’s appeal accordingly. This includes everything from the description (whether you highlight transportation and parks, or restaurants and nightlife) and how you stage the home (whether the third bedroom becomes an office), to where you advertise the listing (a newspaper in addition to online).&lt;br /&gt;&lt;br /&gt;3. Tour similar homes in the area to better understand the competition – what a home sold for 12 months ago, or even six months ago, may not be a good estimate for today.&lt;br /&gt;&lt;br /&gt;4. Consider staging your home. Although not always necessary, staging can make a difference in how your house is viewed and compared to others.&lt;br /&gt;&lt;br /&gt;5. Offer prospective buyers a neighbor “reference” list. The survey finds that 19 percent of those relocating went from owning their own homes to renting, with only 15 percent shifting the other way. Only 14 percent of the 1,237 respondents owned their previous residence and moved to a newly purchased home, and the majority (52 percent) went from one rental situation to another. The survey shows that most people relocate for a new job, a transfer within their current job or to seek a new lifestyle, including retirement. About half the moves were from one state to another. Two-thirds moved more than 100 miles and 54 percent moved more than 500 miles away. Obviously, it is a great time to buy.&lt;br /&gt;&lt;br /&gt;One tool I have promoted in the past was to utilize your IRA to purchase investment property through establishing a Self- Directed IRA. Unfortunately, if your IRA held the property you were precluded from utilizing the property for personal use. The property must strictly have been purchased solely for investment purposes. In addition, no bank I have ever worked with has ever agreed to lend money to property titled in a Self-Directed IRA.&lt;br /&gt;&lt;br /&gt;Fortunately, thanks to a little utilized provision in the Internal Revenue Code there is a way for Buyers to get at their retirement account for personal use without paying a penalty and still obtain mortgage financing as title will be placed in their individual name. A friend of mine Harry J. Abrahamsen, a Financial Planner in Holmdel, New Jersey recently introduced this concept to me over dinner. &lt;strong&gt;&lt;em&gt;&lt;span style="color:#ff0000;"&gt;Harry is quoted in the recent special issue of Forbes Investment Guide which is on newsstands through August 17, 2008.&lt;br /&gt;&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;I discovered the IRS allows individuals to dodge the standard early withdrawal tax at any age via a 72(t) distribution. However, there is a catch. Distributions are subject to ordinary income. Additionally, once distributions start they must continue for five years or until the beneficiary reaches 59 1/2 years old, whichever is longer.&lt;br /&gt;&lt;br /&gt;Harry claims the best people suited for 72(t) distributions are individuals with fairly large IRA's who want to enjoy their money before retiring. "Maybe you're 50 and ten years away from a retirement that you dream will include a beach cottage. Why not use your IRA to start enjoying the beach house now, when real estate is cheap and you can lock in low interest rates?"&lt;br /&gt;Forbes Magazine Illustrates that Alfonse DeMaria, a 41 year old New Jersey Chiropractor followed Harry's advice four years ago when he tapped into his $700,000.00 IRA to buy a farm house with acreage in rural New York. His $3,000.00 monthly distribution covers his monthly mortgage payments and real estate taxes. DeMaria enthusiastically claims "My kids and I can start enjoying the house now rather than 25 years from now, and it will still be here then, too!!!"&lt;br /&gt;WOW! What an opportunity for baby boomers. What better reason to get off the fence. Monthly periodic payments can be used to qualify for mortgage financing opening doors most people don't even know exist.&lt;br /&gt;&lt;br /&gt;If a 72(t) distribution makes sense the next step is deciding on one of three ways to calculate distribution. However, he said it will take&lt;br /&gt;another six to 12 months for sales volumes to really start improving in the&lt;br /&gt;Naples area.&lt;br /&gt;&lt;br /&gt;In Lee and Charlotte counties, the recovery is going to take longer because&lt;br /&gt;there are higher inventories of unsold homes, Fishkind said. In those counties,&lt;br /&gt; there was more overbuilding because land prices were so much cheaper, he said.&lt;br /&gt;While he described the condominium market in Florida as a “disaster” generally&lt;br /&gt;because there has been so much overbuilding, he said it’s not as bad in the&lt;br /&gt;Naples area because the scarcity of land and high land prices have limited new&lt;br /&gt;development.&lt;br /&gt;&lt;br /&gt;He described the unsold inventory of new homes in Collier County as&lt;br /&gt;“fairly small.” In February, a little more than 200 existing single-family&lt;br /&gt; homes sold at an average price of $540,000 in Collier County, according&lt;br /&gt; to deed records, Fishkind said. There were more than 100 new single-family&lt;br /&gt;homes that sold for an average price of $375,000. About 50 new condominiums&lt;br /&gt; sold for an average price of $350,000, and about 175 existing ones sold for an&lt;br /&gt;average price of $425,000 in February, he said. “Basically prices are the same&lt;br /&gt;as in 2006,” Fishkind said. He predicts that it will be “years” before prices go up&lt;br /&gt;again.&lt;br /&gt;&lt;br /&gt;Fishkind also touched on job losses and foreclosures in Collier County.&lt;br /&gt;As of March 8, the county had lost about 7,400 jobs year-over-year.&lt;br /&gt;In Lee County, there were 11,000 jobs lost in the same 12 months.&lt;br /&gt;Fishkind called it “ugly,” &lt;span style="font-size:130%;"&gt;but said he believes the worst is over.&lt;br /&gt;&lt;/span&gt;Statewide, more than 77,000 jobs have been lost in the last year.&lt;br /&gt;Many were in construction. Builders have been forced to make cutbacks&lt;br /&gt;with the slowdown in residential and commercial construction, and some&lt;br /&gt;have gone bankrupt. Collier has been hard hit because its economy isn’t&lt;br /&gt;diversified and its main drivers are construction and tourism, Fishkind said.&lt;br /&gt;“Employment growth is going to be modest at best over the next few years,”&lt;br /&gt;he said. On the foreclosure front, there have been 1,600 single-family&lt;br /&gt;foreclosure filings in Collier since the beginning of the year. In all of 2007, there were 1,500, Fishkind said.&lt;br /&gt;&lt;br /&gt;For condominiums, there have been 400 foreclosure filings so far this year,&lt;br /&gt;almost as many as for last year. “I think ultimately we will start to see&lt;br /&gt;that peak and then level off. It’s a reflection of all the adjustable rate&lt;br /&gt;mortgages coming due,” said Russ Weyer, a senior associate with Fishkind &amp;amp;&lt;br /&gt;Associates, in an interview after the talk.&lt;br /&gt;&lt;br /&gt;Lee County filings have already showed signs of stabilizing, he said.&lt;br /&gt;The decline in housing starts will bottom out in 2008, but don’t expect&lt;br /&gt;them to skyrocket again like “Mount Everest,” Fishkind said.&lt;br /&gt;&lt;br /&gt;The housing correction, high energy prices and federal cuts in interest&lt;br /&gt;rates all point to a national recession, he said. He doesn’t expect a recovery&lt;br /&gt;in Florida’s economy this year. He predicts that the population won’t start&lt;br /&gt;growing again until next year. When people start spending more that will&lt;br /&gt;make the difference, he said. That could happen in a few months when&lt;br /&gt;millions of taxpayers receive economic stimulus checks from the federal&lt;br /&gt;government.&lt;br /&gt;&lt;br /&gt;More than 200 people attended Fishkind’s presentation, held at&lt;br /&gt;NABOR’s office off Pine Ridge Road. It was a record showing for a&lt;br /&gt;NABOR quarterly luncheon.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;John Zagar, president for Stock Realty in Naples, said &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;Fishkind reaffirmed his own thoughts about the turning market.&lt;br /&gt;At Lely Resort, one of Stock Construction’s communities &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;off U.S. 41 East, there were 160 sales in the first three months &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;of this year, compared to about 100 for all of 2007, he said.&lt;br /&gt;&lt;br /&gt;&lt;/strong&gt;&lt;/em&gt;&lt;em&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/em&gt;&lt;em&gt;&lt;strong&gt;Arlene Carozza, NABOR’s president, said after the board’s &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;March report showed a sharp spike in pending sales the &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;members started feeling the worst was behind them. &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;Though the busy winter season traditionally ends at Easter, &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;local Realtors continue to be busy with more open houses, &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;showings and closings, she said.&lt;br /&gt;&lt;/em&gt;“Usually by this time Naples is cleared out,” &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Carozza said. “People are staying — and buying.”&lt;/strong&gt;&lt;br /&gt;&lt;p&gt;&lt;em&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/em&gt; &lt;/p&gt;&lt;p&gt;&lt;em&gt;&lt;strong&gt;Be sure to contact me with any questions you may have by mixed!!!&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;GAINESVILLE, Fla. – Dec. 7, 2007 – &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="color:#ff0000;"&gt;All is not gloom and doom with Florida real estate, according to the latest University of Florida study, which finds a positive outlook for commercial properties despite the bad news in the housing market&lt;/span&gt;.“There is more than one world of real estate, and while you can paint a very grim picture of single-family housing and condos, rental and commercial property look on balance to be healthy and normal even though they are not as rosy as they were a year ago,” said Wayne Archer, director of UF’s Bergstrom Center for Real Estate Studies.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;The findings are from the center’s quarterly survey of Florida real estate trends that was completed in October. &lt;/strong&gt;&lt;em&gt;&lt;span style="color:#ff0000;"&gt;A total of 339 professional real estate analysts and investors participated in the survey, with appraisers making up the largest group, 60 percent, followed by consultants, 10 percent, and brokers, 9 percent. &lt;/span&gt;&lt;/em&gt;&lt;strong&gt;The report’s release coincides with Florida being reported as one of a handful of states most vulnerable to the effects of the subprime mortgage fallout, with one widely quoted property expert even going so far as to say that “Florida is the epicenter of all things wrong with the housing industry,” Archer said.“&lt;span style="color:#ff0000;"&gt;What these apocalyptic accounts fail to consider is that job formation and migration to the state are still strong, and these are the factors that drive the real estate market,&lt;span style="color:#000000;"&gt;” &lt;/span&gt;&lt;span style="color:#000000;"&gt;he said&lt;/span&gt;.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Many of the pessimistic reports look only at the single family and condo picture, which are not doing well, but investment, occupancy and rental rates for retail, office, industrial and hospitality are considered to be progressing normally, although not in as good a shape as a year ago, Archer said.The outlook for nearly all of the commercial and rental markets — apartment, office, retail and industrial — calls for them to increase slightly less than the rate of inflation compared to slightly more than the rate of inflation that was predicted a year ago, he said.“With all the horror stories in the news about foreclosures, people can’t help but be a little more sober and cautious,” he said.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-size:180%;"&gt;The one segment of the single-family market upon which the UF survey collects detailed information, the new home market, is the least distressed, Archer said.&lt;/span&gt;&lt;/strong&gt; &lt;strong&gt;“While the outlook for existing home sales is grim for the next quarter or two and possibly even over the next year, the outlook for new home sales looks like it’s going to be stable a year from now, at least in some markets,” he said.Inventories of existing single-family homes are at their highest levels in a long time, with part of the problem stemming from second home purchases, Archer said.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Many people who were disappointed with the stock market returns invested their retirement savings in second homes or rental homes with the intention of selling them for a quick profit, only to have the market turn sour, leaving a huge inventory, he said.To make matters worse, people who might normally meet the marginal requirements for a mortgage can no longer qualify because of the current credit crunch, Archer said. &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;At the same time, homeowners who are selling expect to get the same price they might have received a year or two ago, he said.“Unfortunately, those prices had inflated enormously and in most cases there is simply going to have to be some adjustment over the next year or two,” he said. Florida’s housing picture is the worst on the southwest coast, particularly for existing single-family homes, but it is mixed in southeast Florida, Archer said. “While the condo story for Miami and southeast Florida is disastrous, it’s a different situation with freestanding single-family homes, where the volume of sales is expected to stabilize in the next year or so,” he said.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;One factor to its advantage is that the southeast coast is a haven for international investment and the recent decline in the dollar makes it even more attractive, he said.The single-family housing market is healthiest and apartment occupancy rates most stable in north and central Florida, Archer said. "Residential investment should then turn positive in the remaining quarters of the year, for the first time in more than two years." He also said the Fed cannot help the market determine the true price of risky subprime mortgages.&lt;br /&gt;&lt;br /&gt;"&lt;em&gt;&lt;strong&gt;&lt;span style="color:#3333ff;"&gt;It is important to recognize that the Federal Reserve cannot resolve this price discovery problem," he said. The survey's findings provide revealing insight into the trends of the luxury home market. These affluent buyers are what marketing experts describe as the "Baby Boomer" market, a 78 million strong segment of the population that has reached its peak earning years and is now benefiting from a rising stock market and historically high home prices.&lt;br /&gt;The most common occupation of luxury home buyers is that of an entrepreneur (51%), followed by large business executive (46%) or medical doctor (24%). The number one service affluent home buyers are interested in receiving from their luxury home specialist is help in finding a home (86%) followed by help in managing the transaction (56%), and expert counsel during a negation (43%) The typical luxury home buyer makes a large cash investment in their home purchase amounting to over a third of the overall purchase price. In many metro markets this would exceed a quarter of a million dollars. This compares to the median amount financed by all buyers in 2006 of 91% of the purchase price.&lt;br /&gt;&lt;br /&gt;The average luxury home buyer spends 11 weeks looking for a home and views 12 homes.&lt;br /&gt;Luxury home buyers on average search for homes consisting of at least 3500-4000 square feet, with 4-5 bedrooms, and 3-4 bathrooms.&lt;br /&gt;&lt;br /&gt;When selecting a home to purchase luxury home buyers often search for a home that will provide a lifestyle not just a place to live. The most popular amenities include gourmet kitchens (95%), master bedroom suites (86%), specialty construction items (66%), high end appliance packages (64%), home office suites (58%), and home theater rooms (55%).&lt;br /&gt;&lt;br /&gt;By far the vast majority of luxury home buyers active in the market today are best described as "new money". This means that they are not merely living off the successes of past generations. Documentation needed to prove eligibility is listed below, and all materials must be originals and show the property owner's or resident's complete name. Persons who own property or register a vehicle within Collier County are considered tax payers for this purpose.&lt;br /&gt;&lt;br /&gt;Beach parking stickers must be permanently affixed to the left rear bumper of the vehicle listed on the application card, and are not transferrable. Vehicles with valid beach permits may park free of charge in metered spaces at City and County beaches, beach ends of City streets, and in any space designated as requiring a beach permit.&lt;br /&gt;Requirements - Full Time Residents:&lt;br /&gt;1. Florida driver's license with Collier County address, or Collier County voter's registration&lt;br /&gt;card.&lt;br /&gt;2. Collier County vehicle registration, or non-Collier vehicle registration and Collier County&lt;br /&gt;tax statement.&lt;br /&gt;&lt;strong&gt;&lt;span style="font-size:180%;"&gt;&lt;span style="color:#3366ff;"&gt;Requirements &lt;/span&gt;- Part Time Residents:&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;1. Out of state driver's license.&lt;br /&gt;&lt;br /&gt;2. Vehicle registration.&lt;br /&gt;&lt;br /&gt;3. Collier County tax statement, or deed or closing papers for property in Collier County.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:180%;color:#3366ff;"&gt;&lt;strong&gt;Visitors to the City of Naples:&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;As of March 1, 2007, the City and the County will begin selling annual beach parking stickers for $30 to visitors and part-time residents who do not own property. The stickers will cover 12 months of parking beginning at the time of purchase.&lt;br /&gt;&lt;br /&gt;$30 beach parking stickers are available at the following locations:&lt;br /&gt;· Caxambas Park&lt;br /&gt;· Veterans Community Park&lt;br /&gt;· North Collier Regional Park Exhibit Hall&lt;br /&gt;· North Collier Government Services Center - Orange Blossom&lt;br /&gt;· City of Naples - City Hall&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="color:#ff0000;"&gt;If visitors do not wish to purchase an annual beach parking sticker, they still have the option to pay as they park. Visitors without a permit must park in metered spaces. In the City limits, the rate is 25 cents for 15 minutes. Parking meters accept quarters only, however the parking lots at the Naples Pier and Lowdermilk Park accept bills and credit cards.&lt;br /&gt;&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="font-size:180%;"&gt;&lt;em&gt;Parking at the Naples Landing Boat Launch&lt;/em&gt;&lt;/span&gt; By Resolution 02-9553, the City established fees for annual parking permits at Naples Landing Park. People who want to park at the boat launch can pay with quarters at the meters (four quarters for an hour), and we have a change machine available for their convenience. However, frequent boat launch users may find the calendar year permit to their advantage.&lt;br /&gt;&lt;br /&gt;$60.00 for a calendar year annual permit purchased prior to May 1st of any calendar year.&lt;br /&gt;$40.00 for a calendar year annual permit purchased prior to September 1st of any calendar year.&lt;br /&gt;$20.00 for a calendar year annual permit purchased on or after September 1st of any calendar year&lt;br /&gt;&lt;br /&gt;These permits are available at City Hall, 735 8th Street South, at the Customer Service/Cashier Counter, during our regular business hours. Please note that these permits are only good at the Landings, and expire on December 31, annually.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;span style="color:#ff0000;"&gt;There is limited free parking at the Landings for vehicles that are not towing trailers. Permits a homesteader moving to a higher priced home (higher than the value of&lt;br /&gt;   their current home based on the tax appraiser’s “Just Value Assessment”) to take all of his&lt;br /&gt;   SOH savings up to a maximum of $500,000.&lt;br /&gt;&lt;br /&gt;For homesteaders moving to a less expensive home, the plan would allow them to take a portion of their SOH savings. See below for an explanation and examples of the formula to be used to determine the amount of SOH savings that would be applied to the new residence.&lt;br /&gt;The portability provision of the bill would be retroactive to January 1, 2007 and therefore would cover any homesteader who purchased another residence in 2007 for a total of 2 years. Jan 1, 2007 to Jan 1, 2009.&lt;br /&gt;&lt;br /&gt;* Approves a controversial proposal from the House that provides an assessment cap similar to&lt;br /&gt;   the “Save Our Homes,” Cap, to second home owners-non-homestead and commercial&lt;br /&gt;   properties. The cap is set at 10% and represents a huge precedent for a state to provide tax&lt;br /&gt;   assessment caps for second home, investment and commercial property owners.&lt;br /&gt;&lt;br /&gt;This non-homestead cap of 10% for second home purchasers, and investors will represent a substantial savings if buyers move quickly to take advantage and lock in the low prices we now see in today’s market.&lt;br /&gt;* The plan also includes a $25,000 exemption for the taxes businesses pay on equipment and&lt;br /&gt;   other personal property.&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#3366ff;"&gt;&lt;strong&gt;SAVE OUR HOMES PORTABILITY FORMULA AND EXAMPLES...&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;If the homesteader is purchasing a home that carries a just value greater than or equal to the just value of the prior homestead, the assessed value of the new homestead shall be the just value of the new homestead minus an amount equal to the lesser of $500,000 or the difference between the just value and the assessed value of the prior homestead.&lt;br /&gt;&lt;br /&gt;A Current Homesteader Who Purchases a Home that Exceeds the Just Value of His Current Home Current Homestead&lt;br /&gt;      (A) Current Just Value of his property is $500,000&lt;br /&gt;      (B) Has a Save Our Home (SOH) savings of - $200,000&lt;br /&gt;      (C) Pays taxes on the remaining assessed value of =$300,000&lt;br /&gt;Newly Purchased Homestead&lt;br /&gt;     (D) Just value of the new property is $800,000&lt;br /&gt;     (E) Minus the $200,000 SOH savings above -$200,000&lt;br /&gt;     (F) Equals the assessed value of the new homestead $600,000&lt;br /&gt;&lt;br /&gt;The maximum amount of SOH savings that this homeowner can take with them is the lesser of $200,000 or $500,000 and therefore the $200,000 would apply.&lt;br /&gt;A Current Homesteader Who Purchases a Home that is Less than the Just Value of His Current Home Current Homestead&lt;br /&gt;    (G) Current Just Value of his property is $600,000&lt;br /&gt;    (H) Has a Save Our Homes (SOH) savings on his -$300,000 current homestead of 50%&lt;br /&gt;    (I) Equals the adjusted assessed value of $300,000&lt;br /&gt;Newly Purchased Homestead with a just value of $400,000 The assessed value of the new homestead shall be equal to (J) the just value of the new homestead divided by the (K) just value of the prior homestead and multiplied by (L) the assessed value of the prior homestead. ie:&lt;br /&gt;    (J) Just Value of the New Property $400,000&lt;br /&gt;    (K) Just Value of the Prior Homestead above (G) $600,000&lt;br /&gt;    (L) Assessed Value of the Prior Homestead above (I) $300,000&lt;br /&gt;    (J) divided by (K) multiplied by (L) = the assessed value of the new homestead&lt;br /&gt;   $400,000 divided by $600,000 multiplied by $300,000 equals approximately $200,000, the&lt;br /&gt;   amount the new property will be assessed for.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="color:#ff0000;"&gt;However,&lt;/span&gt;&lt;/strong&gt;&lt;/em&gt; if the difference between the just value of the new homestead and the assessed value of the new homestead calculated is greater than $500,000, the assessed value of the new homestead shall be increased so that the difference between the just value and the assessed value does not exceed $500,000. ie:&lt;br /&gt;  (M) $1,000.000 Just Value of the new homestead&lt;br /&gt;  (N) $ 400,000 Assessed Value of the new homestead&lt;br /&gt;          (After applying the above mentioned formula above)&lt;br /&gt;&lt;br /&gt;The difference between the just value of $1 Million dollars and the value of the new assessment of $400,000 is $600,000. This exceeds the permitted maximum of $500,000 and therefore the $400,000 assessment on the new homestead would be raised to $500,000.&lt;br /&gt;Although the final plan was not as ambitious as what the House proposed, it provides great benefits to owners of primary, second homes, investment and commercial properties.&lt;br /&gt;&lt;em&gt;&lt;span style="color:#3366ff;"&gt;&lt;strong&gt;MOST IMPORTANTLY&lt;/strong&gt;&lt;/span&gt;&lt;/em&gt;, the cap on second home and investment property assessments represent a unique opportunity for buyers to lock in substantial tax savings based on the historically low prices we see today. This record setting property tax plan should be vigorously supported by all as it has substantial benefits for all property owners. This proposal will be included on the Presidential ballot of Jan. 29, 2008, when voters go to the polls.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="color:#3366ff;"&gt;I hope that this helps to provide you with an overall outline as to how the Tax-Reform Plan stands as of today... Home Owners, Buyers, Sellers, Realtors, and Insurance Company representitives should be aware of the difference. A mold test is only part of a Residential, Commercial, and Industrial Mold Inspection in Naples, Bonita Springs, Fort Myers and Cape Coral, Palm Beach, anywhere in Florida or the rest of the country. The Govenor of Florida recently signed legislation into law requiring mold inspectors to identify the source and extent of mold problems. Until the new law becomes effective, consumers need to understand lab analysis only reports are not enough information to decide if a structure has a "mold problem".&lt;br /&gt;&lt;br /&gt;Real Estate Transaction this is what should be done:&lt;br /&gt;Step 1&lt;br /&gt;First-line mold screening performed by home inspectors is to get preliminary information on whether a mold problem may exist and further investigation is warranted.&lt;br /&gt;&lt;br /&gt;Step 2&lt;br /&gt;A professional mold inspector (CIE or CIH) will determine if property has a mold/moisture problem, identify and document the sources and write recommendations for corrections.&lt;br /&gt;&lt;br /&gt;Step 3&lt;br /&gt;Remediation Company will clean up mold problem following the recommendations of the CIETM (Certified Indoor Environmentalist) or CIH (Certified Industrial Hygienist) based on “IICRC S520 Standard for Mold Remediation.&lt;br /&gt;&lt;br /&gt;Step 4&lt;br /&gt;Clearance inspection and testing is performed by a CIETM or CIH to ensure mold clean up was done properly. Home Inspectors should not do Clearance inspections or testing unless they are qualified to write remediation specification or protocols and carry "mold specific" Errors and Omissions Insurance.&lt;br /&gt;&lt;br /&gt;NOTE: LIABILITY for job passes to the person who performed the Clearance inspection. MOLD specific Errors and Omission insurance is NOT the same as Home Inspector Insurance. Many companies form a corporation and then just close company when liability issues arise.&lt;br /&gt;&lt;br /&gt;Are you paying for a mold inspection and just getting a mold test?&lt;br /&gt;Does your inspector tell you to call the lab to have your report explained?&lt;br /&gt;&lt;br /&gt;Many Inspectors sell mold testing to consumers who think they are getting a mold inspection with report.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;A Mold inspection report includes:&lt;br /&gt;&lt;br /&gt;1. a scope of work performed.&lt;br /&gt;2. an executive summary documenting any suspect conditions.&lt;br /&gt;3. Lab analysis .... (test results)&lt;br /&gt;4. Source identifications &amp; RECOMMENDATIONS for corrections.&lt;br /&gt;5. Photo's documenting signs moisture intrusion, suspected mold.&lt;br /&gt;6. Infrared Thermal imaging camera survey of subject property.&lt;br /&gt;7.
